Whoa yourself Dave, the use of "intellect" as synonymous with 
"intelligence" is MOQ's very problem. Intelligence is merely (not 
merely, yet ..) the biological brain computing power, while intellect is 
the 4th. level (in my now well known opinion). The 4th. level employs 
intelligence like the 3rd before it. Had Pirsig not used "intellect" in the 
same breath as intelligence (IQ) all would have been fine.

So near yet so far away. The 4th level does not employ anyone or anything.
It is the aggregate of intellectual patterns. It is ideas that can be and
are repeated. They can be repeated verbally or in writing or through ritual
or myths or with printing or through art or music, film, video... They are
patterns that depend in intellectual activity to encode and decode them.

Accessing the intellectual level involves the use of intelligence to process
experience into intellectual patterns, which we can add to the level or it
can involve decoding stored intellectual data. "We" can then "employ" the
intellectual level to suit our individual or collective needs.

By my reckoning the intellect is the processing power located in ones frontal cortex.
Intelligence is how well it is working.  The intellectual level is the sharing of
what comes out of the intellect, by means of communication.  It is dynamic and
firmly rooted to the biological.  One person does not create an intellectual level
unless they are schizophrenic, maybe.
