php/web interface to a sql database engine? Not that that's a new idea.
Maybe find a script to chew through the text, a little perl, here, a little
perl there. Voila.

I'm sure it's done. Actually, I've got a hypothesis about web database
programming based upon empirical evidence - formulate an idea of what you
need, do a search on its existence, and if its not available, just wait 18
months and somebody will come up with one.

DO NOT make the mistake of actually doing the creative work of designing and
debugging the thing you want because guaranteed as soon as it's ready for
the world, somebody else will have done it and probably much better than
yours.
