There is one big problem with this formulation. You can't put Quality in front of experience itself because Quality IS experience itself. Similarly, radical empiricism says there is nothing outside experience, or if there is we have no business making philosophical assertions about it. If it is outside experience, then, for all practical purposes it does not exist.

You making sense, for example, is completely outside of anyone's experience and therefore does not exist.
