Look I agree with most of what you say about the laws on the books and
enforcing that, but then there is the ebb and flow of humanity that no
fence or piece of paper can stop.

Maybe it's because we are allowing the different kind of immigrant in. In
earlier days they left ( mostly Europe) to come to the US knowing that's
it. We are out of here. Today, they come to work, make money, and even
live abroad after obtaining their passport. I know of people who wanted
the US passport just so they will be able to travel without being
required to get visas.
