Tribal systems have often been authoritarian & leaving the tribe tantamount to becoming an enemy.  It is good to hear that this was not always the case with Amerindian tribes.
One the the primary functions of government is to protect property:  individual property in pure capitalist societies; a mixture of individual & state property in socialist (or mixed) systems; communal property in communist systems, etc.
