Dose he act with perseverance, patience, honesty, courage, prudence 
and diligence?  What percentage would be 'generally speaking'?  Based 
on what?  First-hand knowledge by observation?  Public relation 
imagining?  Polls?  Under what circumstances are your observations 
made?  Speeches?  Photo ops?  And what about over time?
