[MD] Mill: Quality & what is freedom?

That "clearing" is what I see in evolutionary terms as the "nurture"
counterbalance to the "nature" of tooth and claw competition.

New (DQ) things need protection / segregation from established (SQ)
things in order to develop their potential.
