Yes and no. The thing about the word balance is that it has two
meanings. One where something, call it predetermined 'A', has to be
'balanced' with predetermined 'B'. This is the static aspect of the
term. On the other hand there is a meaning of balance where it implies
a general harmony of things and has little to do with the first meaning.
We could call a good painting 'balanced' even though the geometry of it
is all over the place, because it looks nice and settles easily on the
eye. On the other hand we could call a 'geometrically symmetric'
painting balanced, but this doesn't mean it looks nice or settles easily
with the eye.
The same is true with your question. We can have a balance between
chaos and order which settles easily with ones conscience[thus producing
a DQ solution]. While on the other hand we could have a 'balance' where
there are two equal amounts of chaos and order, but do not settle easily
with ones conscience and the general cosmic order of things[not a DQ
solution].
