You wouldn't have to pay if government didn't have the power to prevent 
you from playing. It all goes back to the Constitution which gave 
government the power to regulate trade instead of guaranteeing free 
trade like it guaranteed freedom of speech, freedom of religion, etc. 
Recall what Pirsig said about free trade being Dynamic. Once the iron 
fist of government was given permission to pry into the private affairs 
of men and granted the power to punish those deemed to be offenders, 
influence peddling as self-defense became the order of the day. The 
notion of a benevolent big brother government leads directly to hell on 
earth as the history of the 20th century so clearly demonstrates.
