[MD] Reopened MoQ Forum for chapterization

Dear all,

It has been 5 months ago since the test forum has been disabled.
Horse is creating a forum at moqtalk.org wich is a good 
thing. It will be ready somewhere this year.
Until it is finished one can again use the free forum at 
http://www.phpbb88.com/moq/index.php

The main reason to open it up again is to provide a place to let you all 
'chapterize' the discussions. What should be changed with the current 
chapters on the forum? By the time Horse puts his forum online it can skip the part where things must be organised. Things shall be organized 'cause he has a chance to 
'peek' from the test forum..

A second reason for opening up is to provide newbies a place to try there low-complex discussions about the MoQ, without having to dig trough large complex mails. Give it a try..
