How to get a "council of wise":
1) By election. But this will just get us the same politicians that are good at raising money & winning elections.
2) From the educated. A look at the kind of resolutions that get passed by academic senates when they comment on political issues offers little hope.
3) From the financially successful. An invitation to the rich getting richer.
"All power corrupts & absolute power corrupts absolutely". Thus Platt's suggestion that we keep political power as local as possible. There is the danger of company towns or towns controlled by the mayor/police chief, but these are becoming rarer.
