That's a really interesting question Heather! My interpretation of the
levels has always been that they are independent, but influence each other
constantly.

For me, the Intellectual level is a personal one, each individual has their
own Static Intellectual Quality stored inside their head. Anything to do
with a collective is, for me, a Social level, although it influences the
Intellectual and is influenced by it.

So philosophy influences politics, and politics influences philosophy, but
the two are not the same thing, they remain seperate from each other. I
imagine it sort of like frequencies, how they can combine to form
destructive or constructive wave forms, combining, but still two seperate
Things.

Hope I got the question right, otherwise this is a long answer to nothing.
