I am unable to find out what the Vatican's position on this matter is but
this is not a practice endorsed by Islam either. In the region of the world
where it is practiced it appears to be practiced by peoples of all faiths.

"Female circumcision is currently practiced in at least 28 countries
stretching across the center of Africa north of the equator; it is not found
in southern Africa or in the Arabic-speaking nations of North Africa, with
the exception of Egypt.6 Female circumcision occurs among Muslims,
Christians, animists and one Jewish sect, although no religion requires it."

The Vatican does however endorse the practice of mutilation of male
genitalia, as do people of several religious faiths.
