Provided free? By whom? No private property (boundaries) either?

By peers. A community of artists provide for fellow artists, a community of
crafts provide for fellow crafters, etc.
Those patterns usually regarded as property are really relationships. The
best property is a good relationship, and individuals can only form a limited
number of them in a lifetime. Having, 'things' sitting in your garage all year
long for no purpose other than to arbitrarily regard them as, 'owned' is
sick.

Information from whom? Who decides what "destabilizes" 1 and 2?

Everyone decides what destabilises 1 and 2. Those who care more about the
environment would be listened to and respected for their care in that regard.
Those who care about social harmony would be listened to and respected for
their care in that regard.
