Steve,
You've hit on a great irony. The Voting Rights Act tried to combat racism in elective politics by seeing that minority-race candidates were elected in certain "problem areas" (principally, in the South). The vehicle for doing this was the creation of race-based electoral districts, the so-called majority-minority districts, where a majority of the voters were of a minority race.
