My own solution to the moral dilemma of the atomic bomb would be:
A) Inform Japan of the existence of the A-bomb and demand surrender
B) If Japan refused, provide them a list of military-industrial targets from
which all civilians needed to evacuated by a certain date
C) After that date, drop one bomb on one of the targets
D) Repeat as necessary.
It is immoral to intentionally harm or kill non-combatants, even if doing so
saves more lives, if it is unnecessary to do so.

I find nothing in your post to disagree with. Thanks. I just want to point out
in the death toll at Hiroshima, in addition to the 70-80,000 killed instantly
were "were approximately 2,000 Japanese Americans who died from the blast. As
U.S. citizens, many of these Japanese Americans were attending school before
the war and had been unable to leave Japan" (from Wikipedia).
