Whenever anyone says to do x because to do otherwise is a sign of weakness, sends the wrong message, would be a loss of face, etc., it usually means they have no good reason for doing x.
If a terrorist uses a nuclear device on the U. S., Nagasaki & Hiroshima will be their excuse.  That & The Crusades.
