You seem to agree with my analysis of the LILA passage and 
that's the important thing (to me), but follow up with futher quotes 
in the same line:

Here however "intellect" has (again) become the umpire that, 
once it has seen the consequences, can settle dispute between 
biology and society, but such an intellect is no longer a static 
level that has its own important task regarding society - we 
certainly don't want a Taleban-like society. The regulating force is 
the MOQ and it is not part of intellect, but is the philosophy that 
has a 4th. level called "intellect", but this isn't intellect's (while 
SOM) own definition of intellect!

This is exactly it. The MOQ has intellect as one of its static 
levels, no wiser than the rest regarding the Quality context. The 
rest of the LILA quote you bring I agree with, the said 
reservations in mind.
