I disagree.  As Arlo says Bodvar states this because of the SOLAQI.

I guess Platt agrees with Bodvar not because he supports the SOLAQI but 
because he isn't quite ready to return "South Carolina" to its rightful 
guardians (i.e. people of a so-called "aboriginal mind" whether that's 
Indians or Al Gore's environmental friends).  :-)
