The issue is what constitutes "foul." I consider Arlo's motorcycle to emit
foul noises and think the government out to require at solution at the source
(a muffler) not only under the principle you cite, but under the principle
of equality before the law. (Cars are required to have mufflers.) Further,
jet airplanes foul the air the noise AND oil residues, so I gather you would
favor grounding the airlines.
