.... which is eactly why I mentioned totalitarianism earlier in this
very thread.

Organised authority needs to be an intellectual elite, whose
constitution must safeguard against the risks of social degeneracy
(and preserves all the necessary freedoms of choice and
communication.)

The whole of such a society can then be treated as "peers".

Anything less is a compromise, to truth and quality.
