Hi David,
Criminality is determined by elected government representatives who pass
laws enforced by the police at gunpoint.

One woman's waste of resources is another woman's wise use. So long as no
crime is committed, one should be free to use her resources as she sees fit.

What someone is paid is determined by the free market. What someone does
with her pay is her business unless she uses it to commit a crime, such as
bribe a politician (in which case the bribee is as guilty as the briber.)
