What makes the levels then? Organisation.

What I'd interject here as a point of emphasis is that "organisation" 
is an emergent phenomenon in the MOQ. That is, cells don't sit down 
and decide to organize themselves into a human body (or a dog, or a 
platypus...). That is, the "cell" has no idea whatsoever of the 
"body" that emerges from its collective behavior (or organization).

So while organization (or collective activity, or even "organisation" 
:-)) on a lower level gives rise to upper level patterns, it is not a 
planned, deliberate activity to do so.
