[MD] Quality decline

My block has ten houses on each side of the street.  Each household owns its own lawn mower instead of sharing, even though rarely anyone mows at the same time as anyone else.  So instead of  twenty $100 mowers ($2000 outlay), we could get by with one $100 mower.
What's notable is (a) we could do so voluntarily, without force (much less violent revolution) and (b) we could do so regardless of what other blocks do.
Which is freer: a society which allows advertising or one which prohibits it?  In the former you are free TO advertise, in the latter you are free FROM advertising.  
Which is freer: a society in which property can only be held in common or one in which you can have private property, share property or do without property?
