OK. But what about public nudity on the streets? Would the same solution apply,
like some parts of town OK to go nude but other parts restricted? Or, you can
go nude on the streets but not in buses, streetcars, subways or elevators? Recall
that I raised this question originally because the town of Brattleboro, VT passed
an ordinance abolishing street nudity.
Also, when you say "by diversifying control," how would that work in practice?
How do you divide up control in a town of 15,000 let's say, much less a city of
15 million?
