As I understand it, he is not "advocating" intelligent design theory but is 
rather complaining that the holes in neo-Darwinism should be repaired so as 
to deprive an opening to the intelligent design crowd. He's saying that the 
flaws in neo-Darwinism work as an invitation to the faithful and he would 
like them to see that invitation withdrawn.

account for how wings develop?

According to Wilber, wings were invented by Icarus and perfected by the 
Wright brothers.

Krimel said:
I love the whole Hummer, moped, Jesus thing. Its the kind of thing that 
really makes me wish you would use those powers for something good.

dmb says:
Wish I could take credit but it was Wilber who had God driving a Hummer 
through those holes. I substituted Jesus for God and added the moped, but 
the idea and the image is Wilber's.
