Fernando,
That was the idea of  the constitution, it was supposed to be an evolving set of laws
Changed by ammendments to reflect the best intrests of a changing evolving society..
It was constructed by just that purpose as the one you mentioned. 
And yes I've been to parties that evolve and take on a life of their own....
And the post partum the next day..

I suppose constitutions are outdated.  We should live in communities organized in geographyc regions.  Rio de Janeiro, Southeast Brazil, Brasil, South America, Alca, the world.  Laws should be adapted, renewed into a new spirit where the most evolved individuals, who understands law, should act upon this new spirit.  Thus, if a society evolves, laws should evolve, too.
