chaotic but a randomly arranged hiearchy built rather pragmaticlly
on what sticks together longer than other random arrangements

I do not think I followed where you were going with the first part of this
but as for the second part here is a example:

You get a spam e-mail advising you that IBM stock is going to go up tomorrow
and you should buy it. You trash the junk mail but notice that IBM stock
does go up.

Next week you get another e-mail telling you IBM stock is going up and you
should buy. Again you trash the e-mail but notice that sure enough IBM was
up.

This goes on for two months. You keep getting e-mails tell you IBM will go
up and sure enough it does. Finally you get a notice that the sender has
given you all these great tips and to get more you will have to pay for her
advice. But look at all the money you would have made by following the
advice.

Should you send her money and get with the program?

No.

The way this works is the sender sends out 50,000 emails saying IBM will go
up and 50,000 saying it will go down. The next week they trash the 50,00
that were wrong and send e-mail to the 50,000 that were correct with 25,000
saying the stock will go up and 25,000 saying the stock will go down. The
following week they trash half and send to the correct group. This can go on
as long as the sender can find new people to spam.

The sender appears to the receivers to have nearly psychic powers but the
powers are based on the manipulation of probability. By the way this
practice is specifically illegal so I recommend against trying it.

The point is that however improbable something may look, it goes through
this sort of process. Successes move forward to the next iteration failures
get discarded. Years ago I tired to reduce evolution to the idea that stable
forms persist. This is a totally circular statement and I don't drag it out
much but it still kind of works for me.

If there is enough noise in the background (DQ) eventually static patterns
appear. Once static patterns appear relationships among them are inevitable.
We are "lucky" to live in a place that supports lots of background noise and
the emergence of static quality.
