You seem to be arguing both sides: that complexity is responsible for both the appearance of free will & its appearing less free.
Perhaps it is time to examine Pirsig's solution to the problem of free will:
"To the extent that one’s behavior is controlled by static patterns of quality it is without choice. But to the
 extent that one follows Dynamic Quality, which is undefinable, one’s behavior is free."
What test would support or refute his position?
