Another way to look at Quality is to see it as representing ALL values
which would equate to NO value.  (Does this make sense?)

It makes perfect sense. It answers the question of betterness more
accurately. If all value is
happening, betterness is relative. Response with or to the environment
is just that, a response.
If the response yields survival then that response trait carries on,
then betterness equates to
what exists in our static perception and persistently adapts with the
changing environment.
