Your distinction between rules & guidelines is not clear.  Nor is it clear why the need for either prevents a society from being authentic.

Why would "having everyone else's well-being at heart" make rules or guidelines unnecessary?
I have everyone else's well-being at heart (& my own); that's why the rule "drive on the correct side of the road" is necessary.
