Each static level becomes more dynamic, in other
words, less structure, more versatility/flexibility.
This is how I take this. What do you think?

The lower levels are offered freedom via dynamic
quality. The lower levels are moving "forward to
greater levels of... freedom," and thus, these greater
levels of freedom are offering greater or more freedom
to the lower levels.
I don't see a contradiction here, but if you do,
ok.
