Funny that judges often punish criminals by sentencing them to hours of 
community service.

I would hope that judges like school officials believe that making a
contribution to social services and community minded groups will have a
transformative effect on the consciousness of one who gives service. What's
funny about that?

To see the fallacy of the "lack of funding" cry, check the cost-per-pupil 
in the Washington, D.C. school system and the results.

[Krimel]
Certainly Washington, D.C. schools face challenges other districts do not.
This hardly an indictment of the whole public school system.
