That's a pretty cynical take on programs that appear to have garnered lots
of support from widely divergent sectors of society. I won't waste time
asking why you think so; I will just accept that it lies concealed in your
individual interpretation of Lila somewhere.

Not an indictment, an indication that throwing money at the problem isn't
the solution.

Well I don't know much about Washington, DC schools problems. Those are
local problems and as I said are irrelevant, unless you care to state how
withholding funds would improve the schools there.
