The history is in ZMM (and Lila) and the Timeline.
The significances are ..
(1) Pirsig was at Chicago Uni studying his philosophy / rhetoric PhD.
(2) McKeon was the "Chairman" in the book, and the person taking the
course at the time of his breakdown.
(3) Arete means roughly "excellence" as used by Pirsig, (and was the
name of the boat in Lila).
(4) The initiative at Chicago is called "Arete".
Bob was just recognizing the connection - and hoping Chicago better
luck this time.
