Matching the debt to Presidents is low quality analysis.  Firstly, laws requiring
expenditure were often passed in prior years & laws to collect the revenue may not
take effect for years in the future.
Secondly, the party in power in Congress is important.  For instance, in Clinton's
administration, Republicans controlled Congress for 6 years.  Fiscal responsibility
was a critical part of Gingrich's "Contract with America".  
The Democrats controlled Congress for the entire time Nixon, Ford & Bush I were
Presidents; controlled the House for all of Raygun's term & the Senate for 2 of the years.
