Literally translated, Dharma is "Dhr" and "ma", meaning to Uphold the  
Source (Ma == Mother == Source). What is that source? The source of  
everything. So, Dharma is the "The Way" (like Tao) that upholds the  
Source. And everything in this Universe is defined by Whether it is  
adherence with that or not.

Not and Not -- I assume you are talking about Neti Neti.
That is a tool of inquiry used in the Classical Indian schools of  
Darsana (or Philosophy). The purpose of this inquiry starts with a  
simple question, with negation of possible answers:

Who am I? Am I this body that is typing on this keyboard? Am I the  
one who is eating this bagel on a cold winter morning? and so on.
The answer comes "I am not this body, but in this body". I am not  
eating the Bagel, this body is eating the bagel for sustenance. Then  
who am I?

There are things that trascend the simplistic world-view that  
everything can be understood by reason and logic. The allegory,  
parables and metaphors of the East are like the Finger pointing to  
the Full Moon. Look at the finger and you'll miss all the beauty and  
the experience of the moon.
