I however have no problem with stating that Pirsigs quote :

"A culture that supports the dominance of social 
values over biological values is an absolutely superior culture to one that 
does not, and a culture that supports the dominance of intellectual values 
over social values is absolutely superior to one that does not."

Is faulty. A culture IS the dominance of social values over biological values,
and Intellectual values are defined by the culture they emerge from.

Therefore judging cultures by this standard is unequivicably bias
and unsound.

An interesting arguement indeed. "multiculturalism" began with the pragmatist movement tending to 
use the term "pluralism"  which Pirsig clearly advocates but, as you have mentioned he also advocates
a universal judgement method which, in effect, advocates SOM by valueing what we culturaly define as 
"intellectual" and measuring by it. A Fly in the MoQ soup.

If we follow that the best intellectual patterns serve society and thrive with individual expression,
we find that the highest intellectual patterns are that of pluralism otherwise it oppresses the individual.

By allowing immigration and forcing them to assimilate to one cultural standard you in fact are stiffling
the individual.

What we have to keep in mind is that the laws of a nation or state or province
is the law of that land, that all who live there must abide.

Passing moral judgements
on differing cultures seems to be another story altogether.

A quote from wiki about multi culturalism:
"Canadian governments have argued that the policy promotes the national interest by breaking down social and cultural barriers. Many believe that rather than weakening the national character, or presenting a slippery slope whereby all groups may appeal for separate treatment based on every imaginable difference, the policy is viewed as strengthening national identity by binding citizens to a single 
moral community."

It is the law defined by "We the people" which makes it work.

It appears that Europe is waking up from its love affair with the idea of 
multiculturism whereby all cultures are considered equally moral.  
Tolerance as the highest of virtues is now being recognized as detrimental 
to the preservation of social values.  From the "International Herald 
Tribune," Dec. 29:

"Two weeks ago, the country´s biggest left-wing political grouping, the 
Labor Party, which was responsible for integration as a member of the 
coalition government led by Christian Democrats, issued a position paper 
call for the end of the failed mode of Dutch `tolerance.´

"It came at the same time Nicolas Sarkozy was making a case in France for 
greater opportunities for minorities that also contained an admission that 
the French notion of equality `doesn´t work any more.´"

Of course, those who believe in the principles of the MOQ saw long ago that 
multiculturism as preached by left-wing academic elites was a scam:
