Ham, et al ... this is not really a problem IMHO.

Static / Dynamic are relative concepts, extremes on a continuum.

Something is static if it's moving slow enough for you to see the pattern.

So yes patterns are "static" relative to the speed of movement
(change) of the underlying substrate. For things that change at
cosmological, geological, evolutionary pace, it's pretty clear that
the patterns appear static .... not so obvious at the information
communication (social / intellectual) levels .... but that's just a
matter or perspective and our view of time.

Patterns are relatively static - by definition of the word pattern, even.
