Well, I'm not sure there is really a disagreement about this: In a MOQ 
understanding of everything (!) each level would "understand" everything 
from their "perspective" (the words imply thinking, I know, although 
thinking (use of a brain or equivalent ) is not necessary to react to 
Quality - So the MOQ says)
