Thanks for the above link to a neoconservative foreign policy:
1) "American leadership is good both for America and for the world; and that such leadership requires military strength, 
diplomatic energy and commitment to moral principle." 
and your ascription to them:
2) The enemy of our enemy is our...friend.

As for 1): while this is the statement of neoconservatives, It doesn't differ much from the bi-partisan foreign policy  of the last 50 years.
As for 2): it might be good policy some of the time & not at others.  But that policy goes back thousands, if not tens of thousands, of years & is not always the neoconservative policy.
