But that's not the only alternative.  Consider the senario where a town is divided between soccer & baseball fanatics.  A tax is levied (or a bond passed) for the government to acquire 2 areas for sports fields.  It may be that 1 soccer field & 1 baseball field is obtained.  But it may be that the majority fanatics chose 2 of their favorite field & none of the other.  But if the tax/bond money were left with the people, each faction would be able to acquire 1 of their favorite fields, though not enough to acquire 2.
