[MD] MOQ levels

Platt writes at the end of his Digest of Jan 26th:

"Where to draw the lines between levels is, as you
know, a source of continuing debate"

 Excuse my ignorance but, is there anyone that
contends that "the lines between levels" are not fuzzy
boundaries?
