[MD] The 4th.level as "symbol manipulation"

Funny - I keep saying "governance" is THE issue .... the main event,
that tests all our understandings and MoQist beliefs .... all the hard
questions.

The choice of the word "ruling" is rhetoric designed to inflame
rejection of impositon etc .... social level situation normal ... if
we can't knock any other ism, let's knock monarchy.
