[MD] MOQ key issues vote/survey

Hi all

Let's see where we are at and have a survey of key questions.

Please suggest to me some key issues for the MOQ with a clear a or b answer,
I will then issue the questions and collate the votes from all members.

Here's the first possible question:

Are the four levels the only ones or just one possible set for the MOQ?
Answers a=only 4
b=there could be other ways to divide the levels

Please suggest some more questions and answers. I will select the best 10/20
or so for the survey.
