What is Chance really? i have a hard time seeing how Chance can exist, 
especially in a MOQ system.

As part of the collective I ditto what Arlo said but I would add that
Probability theory is a branch of mathematics that spells out what chance is
very well. It is by no means mysterious in fact it is ubiquitous. 

As for how chance relates to the MoQ... The MoQ is a metaphysics of chance.
It is about nothing else. It describes how order (SQ/Aha!) arises and is
able to persist in the face of chaos (DQ/Oops).
