DQ has volition and intent to create the world. DQ created you and me.

"Although Dynamic Quality, the Quality of freedom, creates this world in
which we live, these patterns of static quality, the quality of order,
preserve our world. Neither static nor Dynamic Quality can survive without
the other."

How does this creation take place? "All life is a migration of static patterns of
quality toward Dynamic Quality." (Lila, 11). In other words, by attraction to
betterness.
