I really dont know the answer to this one, because it would be so
unprecedented.
It would be like the Christians voting to say they dont need a Pope anymore,
well, because they dont need one.
To answer your last question which just came in: the Tibetans, and the Dalai
Lama means those in exile and around the world, would be voting on the
institution of the Dalai Lamo, not whether there should be compassion in
their Tibetan institutions. Tibetan Buddhism would remain the same, although
it is hard to imagine Tibetan Buddhism without a Dalai Lama. The Communist
Chinese would and could appoint their own Dalai Lama, but if he is not the
'real thing' then we have a hollow institution that is a prop of a political
party.
The Dalai Lama is trying to ensure that does not happen.
The Bodhisattva of Compassion, now embodied in the Dalai Lama has the choice
of not returning or returning in another form. Perhaps that is what he is
preparing his flock for.
