The telos is emergent. "As if" directing / directed ... etc.
At the reductionist level (not too greedy reductionist level) the
components are full of "good moves" with natural outcomes in the right
direction. This is another example at the molecular level but they
emerge at every level. (Suggest Dan Dennett "Darwin's Dangerous Idea"
as essential reading ...)
