You missed the whole point of this quotation.  Obviously, you're not 
familiar with Friedrich Hayek, the Nobel Prize winner for Economics who was 
America's chief exponent for the von Mises Institute in Austria and whose 
ideas helped to spawn the Chicago School that produced free market 
economists like Milton Friedman.

Hayek was writing here of congressional bureaucrats trying to chart a 
"planned economy".  He foresaw in the last century that socialism (Marxism) 
and the nationalization of a financial system would destroy free enterprise 
and lead to fascism.  That's exactly what is being demonstrated in the 
proposal now going back to the House for a final vote.  Surely a democratic 
nation that allows its federal government to borrow $700+ billion to bailout 
failed banks and fiscal institutions is on "the road to serfdom."
